Statement by H.E. Ambassador MIKANAGI Tomohiro, Deputy Permanent Representative of Japan to the United Nations, at the adoption of the Security Council resolution on Children and Armed Conflict

2024/12/20

(As delivered)

Madam President,

I would like to thank Malta for tabling this very important resolution, as well as for its valuable work as the Chair of the Working Group on Children and Armed Conflict.

This resolution represents a critical step in strengthening child protection frameworks in the transitional periods of UN peace operations. Therefore, Japan has co-sponsored the resolution and has voted in favor of it.

Madam President,

UN peace operations remain important policy tools for maintaining peace and security in conflict areas. However, more action is needed to protect children in post-conflict settings, including in cases of transition or drawdown of UN peace operations. Japan has advocated for the early development of transitional plans, and we reiterate the call for swift and strategic coordination between UN peace operations, UNICEF and other UN agencies, and local governments to ensure no child is left behind.

Madam President,

Japan supports the resolution’s call for dedicated child protection capacities and reintegration assistance to end and prevent violations against children and emphasizes the vital importance of education in post-conflict settings.

Education is a prerequisite for lasting, sustainable peace, and must be prioritized in stabilization plans and post-conflict measures, as this resolution points out.

Madam President,

Ongoing conflicts around the world are causing unprecedented suffering among children. Japan welcomes this resolution, and we call on the entire international community to enhance efforts to protect the next generation from violence and thus secure a peaceful future for all.
