Statement by H.E. Ambassador MIKANAGI Tomohiro, Deputy Permanent Representative of Japan to the United Nations, at the 79th Session of the Third Committee of the United Nations General Assembly, Item 26(b); Action on the Draft Resolution on Volunteerism
2024/11/13

(As delivered)
Thank you, Mr. Chair.
Japan, together with Brazil, is honored to have co-facilitated this resolution. Throughout the informal consultations, we worked to ensure transparency and cooperation. I would like to thank all delegations for their constructive engagement and inputs, as well as the valuable support provided by the United Nations Volunteers (UNV) programme during this process. We strongly hope the draft will be adopted by consensus, with as many co-sponsors as possible.
This year’s resolution holds special importance as we look forward to the International Year of Volunteers for Sustainable Development in 2026. The resolution emphasizes the key role of volunteerism in achieving the Sustainable Development Goals (SDGs) by promoting inclusion and participation. In the face of global challenges such as social inequality, natural disasters, and climate change, volunteerism is more crucial than ever, playing a vital role in ensuring no one is left behind.
Mr. Chair,
Japan has a long-standing commitment to volunteerism. The International Year of Volunteers was first proposed by Japan in 1997, inspired by Mr. Takehito Nakata, the father of the late UN volunteer Mr. Atsuhito Nakata, who lost his life while serving in Cambodia in 1993. The elder Mr. Nakata devoted the rest of his life to advocating for international volunteerism, a cause that ultimately led to the establishment of the International Year in 2001. Japan remains committed to this legacy and continues to support the global promotion of volunteerism.
This year’s resolution introduces new elements, including the inclusion of persons with disabilities, the promotion of inter-generational volunteering, and the further encouragement of women’s participation. These updates are essential to ensuring that volunteerism is inclusive and accessible for all.
I would like to extend our appreciation to the Member States that have co-sponsored this resolution and warmly invite others to join.
Thank you.
