Statement by H.E. Ambassador MIKANAGI Tomohiro, Deputy Permanent Representative and Chargé d'affaires ad interim of Japan to the United Nations, for the Informal Interactive Dialogue on the Implementation of the Pact for the Future

Thank you, Mr. President.

Japan joins others in advocating the importance of steady implementation of the Pact for the Future and its annexes for achieving peaceful and prosperous future.

Many of the Actions agreed in the Pact are already being followed up through existing frameworks, including FfD4 and PBAR. On GDC, a new process for its implementation has already started.

These processes themselves provide means of implementation of the Pact, but let me emphasize three points which Japan considers particularly important as means of implementation of the Pact.

First, commitment to enhanced efforts toward the achievement of Sustainable Development Goals is one of the most important components of the Pact. For its implementation, Japan considers that capacity-building is one of the most essential tools. In this regard, Japan prioritizes investment in human resource with the emphasis on younger generation. Investment in human resources, particularly through human security approach, unlocks solutions to many challenges in the key areas of development, such as health and education.  Japan will also actively promote capacity building in the implementation of the GDC in cooperation with multi-stakeholders.  

Second, “International Peace and Security” stands a crucial pillar of the Pact, and as emphasized in the Pact, the rule of law at both international and national levels must be upheld. For the implementation at the national level, cooperation on institution building in the legal area should be strengthened. Japan will continue to assist strengthening of criminal justice systems and other legal institutions, particularly in Asian and African countries. At the international level, dispute settlement based on international law must be promoted, and as its means, Japan calls for broader acceptance of the jurisdiction of the ICJ.

Third, the Pact and its annexes address recommendations for reforming global governance, particularly referring to a need for “urgent reform” of the Security Council. Building on this momentum, we must intensify our efforts to achieve a Security Council that better reflects today’s global realities. As the means of implementation, text-based negotiation in the IGN should be pursued.
