Statement by Mr. MAGOSAKI Kaoru, Minister, Permanent Mission of Japan to the United Nations, at the High-level Pledging Event to Support the Humanitarian Response in the Horn of Africa

Thank you, Mr. Chairman. 
 
As the partner growing together with Africa, Prime Minister Kishida visited Kenya and other African sub-regions earlier this month with the intention of visibly showcasing the active collaboration between the G7 and African nations.

During the recent Summit in Hiroshima, the G7 agreed on the Hiroshima Statement of Action on Resilient Global Food Security, reaffirming its determination to collectively address the enhancement of global food security and nutrition in coordination with the international community.

Of particular concern is the Horn of Africa. The deteriorating humanitarian situation in Ethiopia, Kenya, and Somalia, with the potential to engender a surge of refugees and internally displaced persons, poses a significant threat to the stability of the region. Concurrently, the deterioration of conditions in Sudan has also raised alarm.

In response to the substantial influx of refugees and returnees to Egypt, Chad, and South Sudan due to the conflict in Sudan, Japan has allocated an emergency grant amounting to 3.5 million USD.

It becomes imperative to extend assistance that transcends momentary humanitarian relief, and instead bolsters the resilience of food security over the medium to long term. Bearing this nexus in mind, Japan has launched the Coalition for African Rice Development (CARD) initiative, aimed at doubling rice production in Africa, and remains committed to exploring potential avenues of support in the future.

Japan has also been proactive in providing aid to address food shortages in the Horn of Africa. In last November, Japan allocated 14 million USD to Somalia for the transportation and distribution of Ukrainian wheat through the WFP. Since the outset of this year, Japan has decided to allocate approximately 7.4 million USD to Ethiopia, 5 million USD to Kenya, and 8 million USD to Somalia, with the process of disbursement currently underway.

Japan will persist in its unwavering efforts to ameliorate the humanitarian situation in the Horn of Africa.
