Statement by Minister MAGOSAKI Kaoru, Permanent Mission of Japan to the United Nations, at the United Nations Security Council Briefing on Agenda item “Threats to International Peace and Security”

Mr. President,
 
I thank the briefers for their briefings, in which we heard about various forms of discrimination, including harmful rhetoric and incitement related to the war in Ukraine.
 
Any form of discrimination against any people must not be tolerated, as it harms their dignity as human beings and could create or exacerbate division in a society.

At the same time, an allegation about discrimination never justifies any use of force. If anything, unlawful Russian invasion of Ukraine might actually have given rise to harmful rhetoric and incitement towards those who align themselves with the unjustifiable aggression.
 
As articulated in the General Assembly Resolution ES-11/6, we reiterate our demand for immediate, complete, and unconditional Russian withdrawal of all of its military forces from the territory of Ukraine within its internationally recognized borders, and call for a cessation of hostilities.
