Statement by H.E. Mr. KIMURA Tetsuya, Ambassador of Japan to the United Nations, On Agenda item: Organization of Work, at the Main Part of the 75th Session of the Fifth Committee of the United Nations General Assembly

Mr. Chair,
 
I would like to take this opportunity to congratulate you and all the Bureau members on your election and commend the Chair for assuming this very important position. We are confident that you will guide this Committee towards a successful and timely conclusion of our programme of work. 
 
Mr. Chair,
 
In this main session, we have before us a number of important agenda items, including the 2021 Programme Budget, review of progress in the implementation of Management Reform, special political missions, and the UN Common System, among others.
 
We consider that this session is unique not only as it is the first main session to be held more than a full year after the implementation of the Reforms, but also as it takes place in the midst of the unprecedented situation of COVID-19. Japan strongly supports the direction of the reform initiatives taken by Secretary-General Guterres which aim for more efficiency, accountability, and responsiveness. We thus look forward to reviewing the effectiveness of the Reforms in the current situation, and hope to provide guidance as the General Assembly to push them forward.
 
Mr. Chair,
 
Japan believes in the importance for the UN to deliver its mandate effectively. In our deliberations, we will continue to call for budgetary discipline, as it is indispensable for the UN to operate and deliver its mandate in an efficient, effective and sustainable manner. My delegation is committed to having constructive discussions based on this principle.


 
 
Mr. Chair,
 
While the negotiations of this session may be challenging, with your able leadership, we are certain that we will reach a timely and consensual outcome, following the long-established tradition of this Committee. I would like to conclude by assuring you that my delegation will spare no effort to that end and engage in all the discussions in a positive and constructive manner.
