Statement by H.E. Mr. KIMURA Tetsuya, Ambassador, Permanent Mission of Japan to the United Nations, on Agenda item: Organization of Work, at the Main Part of the 76th Session of the Fifth Committee of the United Nations General Assembly

Mr. Chair,
I would like to take this opportunity to congratulate you and all the bureau members on your election and to commend the Chair, Ambassador Mher Margaryan, for assuming this very important position. We are confident that you will guide this Committee towards a successful conclusion of our programme of work. I also wish to take this opportunity to thank Ambassador Carlos Amorín and the outgoing bureau members for their hard work during the 75th session. And as always, we are grateful to the Secretariat of the Fifth Committee led by Mr. Lionel Berridge for their efficient and professional work.
Mr. Chair,
In this main session, we have before us a number of pressing and complex agenda items, not only regular important agenda items such as the programme budget and special political missions, but also the scale of assessments. We should strive therefore to be even more effective and efficient in order to tackle the immense tasks ahead of us and complete them successfully and in a timely manner under the able leadership of the Chair, fully taking into account the lessons learned from previous sessions, especially in this challenging time of pandemic.
Since the approval of the programme budget 2021, we have been facing a number of dynamic changes in the global environment, including the development of the COVID-19 pandemic and some substantial geopolitical shifts we have seen recently. We should maximize the benefits of the annual budget cycle, making the UN budget more nimble, responsive, and accountable so that we can address global needs properly and promptly.
Mr. Chair,
Japan believes it is of the utmost importance for the UN to deliver its mandate effectively. In our deliberations, we will continue to call for budgetary discipline, as it is indispensable for the UN to operate and deliver its mandate in an efficient, effective, and sustainable manner. My delegation is committed to having constructive discussions based on this principle.

While the negotiations of this session may be challenging, with your able leadership, we are certain that we will reach a timely and consensual outcome, following the long-established tradition of this Committee. I would like to conclude by assuring you that my delegation will spare no effort to that end and will engage in all the discussions in a positive and constructive manner.
