Statement by H.E. Mr. KIMURA Tetsuya, Ambassador of Japan to the United Nations, On Agenda item: Organization of Work, at the Second Resumed Part of the 75th Session of the Fifth Committee of the United Nations General Assembly

Mr. Chair,
 
At the outset, my delegation would like to extend our sincere appreciation to your leadership, and to the valuable contributions and tireless work of the bureau members and the Fifth Committee Secretariat to make this Committee’s work possible. We would also like to pay tribute to the dedication of the uniformed and civilian personnel participating in UN Peacekeeping Operations around the world, especially under the current difficult circumstances, and to their sacrifices toward the cause of peace.
 
Mr. Chair,
 
Japan has been and remains a strong supporter of UN Peacekeeping Operations, which play an important role in international peace and security. We will engage constructively in budget negotiations to ensure that these missions are adequately funded to fully deliver their mandates. However, this must go hand-in-hand with the effective and efficient use of resources. We will focus therefore on accountability and the impact of operations, as well as the performance of each mission. In particular, with regard to activities undertaken by non-mission entities which are funded through the PKO budget, we will carefully examine whether the level of accountability requested by the General Assembly is being achieved, as well as the rationale for the sources of financing.
 
We would also like to point out that no resolution has been adopted on cross-cutting policies for the last four sessions. Japan considers it one of the responsibilities of the Member States to give guidance to UN Peacekeeping Operations on a wider range of administrative and budgetary policies, and we aim to make progress on this agenda.
 
Regarding the issue of seconded active-duty military and police personnel, we highly value the expertise they contribute to the UN and the significant role they play to deliver its mandates. It is therefore crucial that the Committee reach a conclusion which enables all Member States to continue to participate in seconding their personnel to UN Headquarters and in the field.

We look forward to your leadership to reach consensus on various agendas in a timely manner, and in this regard, we assure you that our delegation will spare no effort in working constructively and closely with all groups and delegations.
