Statement by H.E. Mr. KIMURA Tetsuya Ambassador, Economic, Social and United Nations Management Affairs Permanent Mission of Japan to the United Nations UN Women Executive Board First Regular Session 2021 Agenda Item 1

I would like to begin by thanking the President of the Executive Board, Ambassador Kabba, for organizing this Board session amid the continued difficult circumstances. Once again, we look forward to working closely together under your leadership this year. I would also like to thank Executive Director, Ms. Mlambo-Ngcuka, for her comprehensive statement and informative updates.

Mr. President,

First, I would like to commend UN Women for its continuing global response to COVID-19. However, in spite of the concerted response of the international community, the socio-economic impact of the pandemic will leave long-lasting adverse consequences on women and girls’ lives. In light of this, Japan has recently decided to contribute over 12.8 million USD this year to UN Women’s projects that support the prevention from COVID-19 as well as the livelihood, empowerment and leadership of women affected by COVID-19 in Africa, Asia and the Middle East.

Second, in the next UN Women Strategic Plan 2022-2025, Japan supports the agency’s efforts to focus on its triple mandates and to respond to the emerging global issues and shifts in the international environment. The concept of human security is particularly useful in tackling new challenges. It assists UN Women and Member States in identifying and addressing widespread and cross-cutting challenges to the survival, livelihood and dignity of women and girls, and calls for people-centred, comprehensive, context-specific and prevention-oriented responses that strengthen the protection and empowerment of all women and girls as well as all communities, in particular the most vulnerable. We hope to see this approach being applied to activities on the ground.

Third, in the repositioning of the United Nations Development System, Japan expects UN Women to further strengthen its role within the system. Intensive coordination with other UN agencies that are specialized in specific subject areas is important in terms of rendering the best results and resource optimization. UN Women can display its expertise by setting and sharing global norms and standards with relevant partners. In this context, we are eager to see how UN Women plans to transform their coordination with partner agencies on the ground in protecting and empowering women and girls through its next Strategic Plan.
