Explanation of Vote (after the Vote) by H.E. Ambassador ISHIKANE Kimihiro, Permanent Representative of Japan to the United Nations, at the Security Council Adoption of the draft resolution on Libya Sanctions

Thank you, Mr. President.

I commend the penholder, the United Kingdom, for its effort to unite Council members and incorporate Libya’s request for modifying the measures contained in the sanctions regime in light of developments on the ground.

Japan voted in favor of the draft resolution because the measures contained in it continue to be relevant to maintaining international peace and security. Moreover, the text has achieved balance between a message against those who threaten the peace in Libya on the one hand and a robust call to protect frozen assets for the future benefit of the Libyan people on the other hand.
 
It is the Council’s responsibility to review the appropriateness of these measures as may be needed. For example, Japan welcomes this resolution underscores the importance of the Committee considering delisting requests, as appropriate and in line with resolution 1730 (2006). Japan further welcomes the Council’s fulfillment of its responsibility by unanimously adopting this resolution today.

Japan is also determined to contribute to robustly implementing this Council’s decision and ensure fair and clear procedures of this regime both as a responsible Member State and as the Chair of the Libya Sanctions Committee.
