Statement by H.E. Ambassador ISHIKANE Kimihiro, Permanent Representative of Japan to the United Nations, Peacebuilding Commission (PBC) Ambassadorial Level Meeting on Women, Peace and Security

Mr. Chair,
At the outset, I would like to warmly welcome you, Ambassador Bob Rae of Canada, as the PBC Chair and thank you for convening this meeting. I am also grateful to all the briefers for their insightful statements.
Peacebuilding should always emphasize local ownership guided by the concept of human security. A people-centered, comprehensive, context-specific and prevention-oriented approach is the foundation for effective peacebuilding. Naturally, a gender perspective is essential to this approach. Women’s full, equal and meaningful participation in peacebuilding is indispensable for sustaining peace.
This has been very much highlighted by the pandemic because women are usually in the most vulnerable situations but at the same time, they are also at the forefront in protecting their children and their family and so forth.
The PBC has championed gender-responsive peacebuilding, actively engaging with local women peacebuilders and learning from them while providing advice to the Security Council. This has to continue, and we can and should use the PBC’s convening power and bridging role even more. The PBC should strengthen consultations with a diverse group of women peacebuilders from different regions and backgrounds.
I am pleased to hear the voices from Ms. Fatima Mohammed, Ms. Patience Ikpeh-Obau, and Ms. Irma Citalan. I’d like to ask them what are the difficulties they are facing and if there are any requests they have vis a vis the Peacebuilding Commission?
Connecting the PBC with those on the field with remote communication is very effective. The outcome of such bottom-up approach could add even more value to the PBC’s advice to the Security Council.
This should be followed up. Regular monitoring and review of the PBC’s gender strategy will be possible by institutionalizing thematic meetings on gender. Once the thematic platforms are set up and institutionalized, we will be able to capitalize on the PBC’s convening power to bring together various stakeholders.
We look to strengthen the PBC’s role in integrating gender-responsive perspective into the whole UN Peacebuilding architecture and beyond.
