Statement by H.E. Ambassador ISHIKANE Kimihiro, Permanent Representative of Japan to the United Nations, at the 11th Emergency Special Session of the United Nations General Assembly (Suspension of Russia from the Human Rights Council)

Mr. President,
The Eleventh Emergency Special Session of the General Assembly has adopted the resolution A/ES-11/L.4 by a two-thirds majority of the Member States present and voting.
Japan co-sponsored this resolution, appalled by the recent revelation of atrocities against innocent civilians, resulting from Russia’s unprovoked and unlawful aggression against Ukraine. It is utterly inappropriate that a Member State that caused such a dire calamity remains in the Human Rights Council. The mass killing of innocent civilians is a grave breach of international humanitarian law.
It is deeply disappointing that we have to act in this way, but this is the inevitable consequence of Russia's choice. This is not a result of geostrategic rivalry as some Member States try to portray the situation.
We will continue to work together with the international community to stop the tragedy in Ukraine and uphold the integrity of the United Nations.
