Statement by Mr. HAMAMOTO Yukiya, Political Coordinator, Minister, Permanent Mission of Japan to the United Nations, at the United Nations Security Council Briefing On the Situation in Sudan (UNITAMS)

Thank you, Mr. President.
I thank SRSG Perthes and Director Wosornu for their updates. Japan highly appreciates the United Nations’ tireless work in an extremely difficult situation.
I especially would like to thank the professional work by SRSG Perthes and wish him all the best for the future. I also thank Ms. Adil for her insights and H.E. Ambassador Agyeman for his input as the Chair of the 1591 Committee.
The clashes between the Sudanese Armed Forces (SAF) and Rapid Support Forces (RSF) have continued for five months and the death toll rises day by day. The Secretary-General’s report says that “the impact of the conflict on the humanitarian situation in Sudan is catastrophic.” We are concerned that both parties continue to pursue military victory and that they are scaling up their mobilization. It is also worrying that the SG’s report describes ethnically motivated attacks, and warns that these carry the potential of expanding the conflict into a full-blown civil war.
First and foremost, Japan repeats its strong call on both parties to stop fighting; allow unhindered humanitarian access; return to a peaceful and inclusive political process; and uphold international humanitarian law and ensure the safety of civilians.
Second, Japan appreciates regional and international mediation efforts, including by the UN, the African Union, IGAD, the League of Arab States and neighbouring countries, as well as the Jeddah talks. Japan urges both parties to commit to these initiatives.
Third, Japan reiterates its full support to UNITAMS. Three months ago, the Council unanimously voted to extend the mission’s mandate given the difficult circumstances of the Sudanese people. The four pillars of the mission’s mandate have proven all the more important since the fighting erupted, and Japan is ready to actively contribute to the upcoming discussions on how best the mission can adapt to the changing situation. Japan would like to remind how much the mission has contributed to fulfilling the aspirations of the Sudanese people since its establishment in 2020.
I would like to conclude my statement by renewing our commitment to peace and stability in the Sudan and the region.
