The Turtle Bay Security Roundtable: 3D Printing

1            On December 2, the Permanent Mission of Japan to the United Nations and the Stimson Center co-hosted a webinar entitled “3D Printing: Its Potential and Implications for International Security.” It is part of the Turtle Bay Security Roundtable series – named after the New York neighborhood where the United Nations headquarters is located – which the mission has co-hosted since 2011. It was the second session of the series in 2021, after a webinar in March on space debris removal, and revisited the topic of 3D printing, which was first discussed in 2018.

2            The webinar opened with remarks by Ambassador ISHIKANE Kimihiro, Permanent Representative of Japan to the United Nations, who emphasized the importance of discussing the potential impact of 3D printing on the international environment while shedding light on the constructive role that the UN can play.

3          During the webinar, Dr David BRAY, a Distinguished Fellow at the Stimson Center and Atlantic Council, and Ms NAKAMITSU Izumi, Under-Secretary-General and High Representative for Disarmament Affairs at the United Nations, discussed positive aspects and risks associated with further development and promulgation of 3D printing technology.  They shared their views on the importance of a multi-stakeholder approach due to the sheer speed of technological development and the increasing role of the private sector.  They also affirmed the need for norms of responsible behavior in the areas of emerging technologies including 3D printing.
