Thank you, Chair.
We first of all would like to express our appreciation for the report from the Working Group.
Japan supports the Guiding Principles on Business and Human Rights. We would like to take this opportunity to honor the achievements of the late Mr. John Ruggie, the architect of the Principles, and express our deepest condolences.
Based on the Ruggie Principles, Japan launched its National Action Plan (NAP) on Business and Human Rights in October 2020 as a way to progress towards the SDGs. Through the implementation and promotion of this NAP and by encouraging responsible business conduct, Japan considers it important to promote and protect the human rights of people who would be adversely affected by business activities, especially the most vulnerable.
Our initiatives based on this NAP aim to promote protection and promotion of human rights in all areas of society, including in international society. As introduced in this year’s report by the Working Group, the NAP lists Japan’s commitment to continuing to make efforts towards concluding EPAs and investment agreements that benefit not only the industry but also a wide range of people, including workers, as one of the measures to be implemented by the Government in fulfillment of the State Duty to Protect Human Rights. In addition, we have been engaging in other forms of international cooperation as well. For example, in December of last year, the Embassy of Japan in Thailand and the Ministry of Justice of Thailand co-hosted the Japan-Thailand Joint Seminar on Business and Human Rights. Japan pledges to encourage further the promotion and expansion of the business and human rights agenda in the international community.
This year marks the 10th anniversary since the endorsement of the UN Guiding Principles on Business and Human Rights at the UN Human Rights Council. In commemoration of this milestone, we urge increased efforts around the world to implement these principles and take an important step forward in realizing our goal, to ‘Leave No One Behind’.
