Statement by Mr. AKAHORI Takeshi, Senior Deputy Minister for Foreign Affairs, at the United Nations Security Council High-level Open Debate on “Artificial Intelligence and International Peace and Security”

Thank you, Mr. President.
Japan welcomes the timely convening of this open debate by His Excellency Mr. LEE Jae Myung, President of the Republic of Korea.
Artificial Intelligence offers us many opportunities for innovation.
However, to fully harness its potential, it is imperative to build an appropriate international AI governance structure to mitigate its risks and to realize “safe, secure, and trustworthy AI.”
To this end, Japan took a leading role in launching the “Hiroshima AI Process” in 2023, formulating the International Guiding Principles and the Code of Conduct. In February 2025, a “reporting framework” was established to verify the implementation status of companies complying with this International Code of Conduct.
It is crucial to promote innovation while ensuring safety and trust. Japan will continue its efforts to support improving the environment for utilization and development of AI, as well as building its governance, at the global level, including in developing countries.
It is particularly important to recognize that, while AI application in the military domain may bring benefits such as enhanced operational efficiency and improved protection of civilians, it also presents risks including the potential for misuse, malicious deployment, and unintended escalation.
To harness AI in a manner that contributes to international peace and security, it is crucial to foster a common international understanding on AI and its capabilities and limitations, alongside providing capacity-building assistance and exchanging good practices.
In addition, deepening understanding on AI application in the military domain and promoting realistic and practical efforts toward its responsible use would also be meaningful.
Japan remains committed to actively and constructively engaging in international discussions, with the aim of achieving a common understanding in the international community through balanced discussions that take into account humanitarian considerations and security perspectives.
To keep pace with the rapid evolution of AI and realize globally safe, secure, and trustworthy AI, international cooperation is indispensable.
I am confident that this open debate will play a significant role in advancing cooperative frameworks among nations.
