1. UN Secretariat and Management Reforms

 

The Outcome Document adopted at the September 2005 UN Summit Meeting provided guidance for the UN secretariat and management reform. Since then, development has included the strengthening of oversight function and the establishment of the Ethics Office. The volume of the UN budget has been significantly increasing as the UN activities expand in recent years, further underlining the importance of maintaining financial discipline and ensuring appropriate management of the Organization.

 

2. Japan ’s Role

 

Japan , as the second largest contributor to the United Nations budget, places a special importance on maintaining financial discipline. It has been urging the Secretariat to improve efficiency in its activities, to avoid waste and duplication, and to hold itself fully accountable towards the Member States. Japan also has been advancing various constructive proposals for secretariat and management reform in relevant for a, inter alia in the Fifth Committee of the General Assembly.
