With the signature of Permanent Representative Ambassador Koichi Haraguchi, Japan became a signatory to the Framework Convention on Tobacco Control in a ceremony at United Nations Headquarters in New York on 9 March. The treaty, which was drawn up through consultations at the World Health Organization (WHO) with the aim of protecting people from the negative health effects of smoking, establishes guidelines for international cooperation on tobacco regulations, such as those regarding advertising of tobacco products and health warnings on the packaging of tobacco products. The treaty has been signed by 98 countries, including Japan. The Koizumi administration now plans to present the treaty to the National Diet for ratification.
