On 23 December, the United Nations General Assembly adopted by consensus a resolution sponsored by Japan concerning the illicit trade in small arms and light weapons. The General Assembly decides by this resolution "to convene a United Nations conference to review progress made in the implementation of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects in June/July 2006"; "to convene in 2005 the second biennial meeting of States . . . to consider the national, regional and global implementation of the Programme of Action"; and "to establish an open-ended working group . . . to negotiate an international instrument to enable States to identify and trace . . . illicit small arms and light weapons".
