Afternoon program: Strengthening Global Instruments to further a Pragmatic Agenda

3:00-5:15               Discussion Sessions
The afternoon program will feature two sessions each consisting of several topics for discussion. Each session will cover important issues related to the non-proliferation and disarmament agenda, and be dedicated to candid discussions of the relevant instruments and challenges associated with their implementation.  In both discussions, key connections between efforts to ensure security and the establishment of a positive impact on socio-economic stability should be highlighted. 
The first session will focus on ways in which each major instrument is inter-connected, as well as innovative approaches to strengthening the global network of non-proliferation and disarmament measures.  The second session will focus on the ways in which relevant players can strengthen their cooperation in achieving the goal of global nonproliferation and disarmament.
During this afternoon session, diplomats, representatives from the private sector and expert “discussants” will explore ways in which the UN or other external organizational bodies can further assist in translating current political objectives into pragmatic reality.  Participating experts include:

3:00-4:00   SESSION 1: Next Steps for Strengthening International Framework on Nuclear Security, Disarmament and Non-Proliferation
Discussion topics: Strengthening coordination among various international and regional initiatives in the sphere of disarmament and non-proliferation.  Future prospects for the Nuclear Security Summit, the Global Partnership to Prevent the Spread of Weapons of Mass Destruction, as well as the Comprehensive Test Ban Treaty and Fissile Material Cut-off Treaty.  Challenges and opportunities to reinforce UN efforts on disarmament and non-proliferation and make closer linkage between those efforts and other various international initiatives (such as the Convention on the Physical Protection of Nuclear Material).  Opportunities to strengthen the global security framework while contributing to the wider objectives of socio-economic stability around the world.

Discussion topics: What are the challenges in implementing relevant UN Security Council Resolutions (1540, 1718, 1737 and 1977)?  How to make these issues relevant? How to enhance collaboration among key players including the UN, International/Regional Organizations, the private sector, and civil society in order to strengthen the disarmament and non-proliferation agenda. How to highlight the importance of prevention of WMD terrorism among states? How non-proliferation agenda can be made a higher priority on the policy agenda of Member States?  What is an appropriate way to build synergy between secure border/trade and socio-economic stability?
