Mr. Chairman,
At the outset, I would like to thank Mr. Yukio Takasu, Under-Secretary-General for Management, for presenting the SG Report 70/323 on the Global Service Delivery Model (GSDM). My appreciation also goes to Mr. Calros Ruiz Massieu, Chair of the ACABQ for his introducing its report on the same issue. I wish to briefly comment on that matter in the following statement.
Japan has been continuously supporting those initiatives to transform and modernize the business of the U.N., including Umoja/ERP, IPSAS, ICT and human resource reform, because we firmly believe that such initiatives are essential for the U.N., which just celebrated its 70th anniversary, to remain relevant and meaningful in the face of the new challenges of the 21st Century. In this context, Japan welcomes the new proposal for the GSDM, which would be implemented alongside the other ongoing initiatives, thereby further accelerating such reforms.
At the same time, we would like to emphasize that the fundamental principle of “do more with less” should also be applied to the implementation of the GSDM, as it is to all the other reform initiatives. We expect that the lessons learned from previous measures, such as the Global Field Support Strategy and Umoja/ERP will be taken into consideration when launching the GSDM.
Mr. Chairman,
Japan would like to point out that the Global Service Delivery Model will never be successful unless the firm commitment of all those who are in the senior management positions is realized with the sense of ownership, and until the initiative encompasses all the U.N. departments and offices including those in the field.
For our part, Mr. Chairman, let me assure you that Japan will actively and positively participate in the forthcoming discussions to explore ideal ways to implement the Global Service Delivery Model, together with all the stakeholders under your distinguished guidance and the able stewardship of the Secretariat.
