Exchange of Notes (E/N): Japan to provide Grant Assistance to Kenya, Nigeria and Rwanda for the “Project for the Improvement of Village Environment” through the UN

  1. An Exchange of Notes (E/N) concerning a grant amounting to five hundred and forty-seven million Japanese Yen (¥547,000,000) in aid for the Project for the Improvement of Village Environment which contributes to conflict prevention and peace-building in the Republic of Kenya, the Federal Republic of Nigeria and the Republic of Rwanda was signed on December 12, 2014 in New York, between His Excellency Mr. Motohide Yoshikawa, Ambassador Extraordinary and Plenipotentiary and Permanent Representative of Japan to the United Nations and Mr. Chandramouli Ramanathan, Deputy Controller of the United Nations.
  2. This assistance aims to contribute to conflict prevention, peace-building and the achievement of the Millennium Development Goals (MDGs) in Kenya, Nigeria and Rwanda, through a holistic approach to rural development that will address a variety of sectors including health, transportation, water and sanitation, education and agriculture.
  3. These three countries face problems such as terrorism and a widening gap in living standards between urban and rural areas. Progress in the achievement of the MDGs is lagging behind especially in the targeted areas of the Project, and it has been difficult to improve living standards of the people in these areas at a timely pace, which is also necessary for peace-building. This assistance is expected to contribute to conflict prevention and peace-building by reducing poverty, improving living standards and developing the capacity of the people.
