At the debate of the General Assembly on Agenda Item 122: Question of equitable representation on and increase in the membership of the Security Council and related matters, on November 8, Ambassador Tsuneo Nishida, Permanent Representative of Japan, delivered his statement (http://www.un.emb-japan.go.jp/statements/nishida110811_1.html) in which he mentioned that the Japanese government is organizing a dialogue in Tokyo on Security Council reform to be held on 14 November. Full reference, in this regard, is as follows:
‘I take the opportunity to mention today that the Japanese government is organizing a dialogue in Tokyo on Security Council reform to be held on 14 November. Our aim is to open a new chapter for an honest, open and substantive dialogue, which is essential in order to explore achievable reform. Japan would highly appreciate, Mr. President, your participation in this meeting. It is our hope that this dialogue will stimulate fruitful discussions, in continuity with the previous efforts, to generate a further dynamism for meaningful progress, and we are ready to share the results with all interested Member States.’
There were some press reports which said, ‘The Japanese government will host a meeting on UN Security Council reform in Tokyo next Monday as part of efforts to include Japan as a permanent member, Japanese Ambassador to the United Nations Tsuneo Nishida said’. The reports misleadingly referred to Ambassador Nishida’s statement. Japan stresses once again that our aim is to have an honest, open and substantive dialogue to explore achievable reform.
